Common Domicile certificate requirements

An applicant’s parents must be permanent residents of the State or UT.
The applicant must reside in the State or UT for at least 3 years.

Note: This parameter is indicative and varies from State/UT to State/UT. For instance, in Karnataka, applicants must reside in the State for 7 years to apply. Contrastingly, in Bihar, an applicant’s parents or the applicant must reside in the State for over 3 years.

Applicants need to own a property like a house or land in the same State or Union Territory.
The applicant’s name should be on the Voter’s list.
Female applicants are eligible to apply for a domicile certificate after marriage.

Every government medical and dental college, 85% state quota will be available for the state-domicile NEET candidates. While 15% of seats from the government colleges will be reserved for All India Quota (AIQ) candidates (no need of Domicile certificate).

What documents are required for a domicile certificate

Affidavit
Copy of the Ration Card/passport
Election Photo ID card (EPIC)/Electoral Roll. (Photocopy)
Aadhar Card
Copy of educational qualification
Copy of Birth Certificate
Property or rent receipt
Certificate issued by two competent officers
Patwari report for rural areas
Any other document related to property/rent receipt, etc.

In the case of rural areas, the report of Patwari is required who takes reports from the Sarpanch of Gram Panchayat.	

Note: Every state has different criteria for making domicile certificates. Require documents that can be vary from state to state.

You can make a domicile certificate online from your state website.

The process for applying for a domicile certificate online is quite simple and can be done by following the steps given below: 

Visit the official website of the state government.
Click on the ‘Services’ tab and then select ‘Domicile Certificate’ from the list of options.
Fill in the application form and submit it along with the required documents.
Make the payment and submit the form.
You will receive the domicile certificate via post or email within a few days.
